Open selection for the formation of the EUroBRIDGE Monitoring Committee

The EUroBRIDGE_UA_MD project aims to strengthen administrative capacity, cross-border collaboration, and economic cooperation between Ukraine and Moldova. To do that, the project proposes the implementation of 2 open calls targeting cross-border cooperation IMPACT NETWORKS (dedicated to CLUSTER ORGANISATIONS, EDIHS, REGIONAL DEVELOPMENT AGENCIES) and CAPACITY INNOVATION (dedicated to public and private entities).

Impact networks

Strengthen cross-border cooperation among the most representative ecosystem actors. This call funds with €50.000 per project the development plans for partnerships of at least 2 entities, one from Ukraine & one from Moldova from the following categories: cluster organisations, edihs, regional development agencies

Capacity & innovation

To increase administrative capacity and business competitiveness through collaboration with service providers from the POOL OF EXPERTS. This call funds with €10.000 partnerships of at least 2 entities (UA + MD) from private and public sector.

The purpose of the monitoring/steering committee is to ensure transparent, inclusive, and effective governance of the project, we are establishing a Monitoring/ Steering Committee (SC), following best practices from INTERREG and EU Cohesion Policy programme management structures.

The role of the monitoring committee is to:

  • Oversee implementation and monitoring processes;
  • Participate at the organised capacity exchanges (e.g. the 1st official exchange is planned for February 2026);
  • Ensure compliance with EU FSTP regulations.

Who should apply?

We invite representatives from Ukraine and Moldova:

  • Public authorities/RDAs;
  • Business support organisations, clusters,
  • Digital Innovation Hubs
  • Civil society/NGOs;
  • Academia/ research institutions;
  • Other stakeholder’s representatives.

Selection criteria

In case of multiple applicants from the same category and to ensure a balanced composition across Moldova and Ukraine, the selection will consider:

  • Representativity (stakeholder group, sector, community, or public interest) (40 points)
  • Territorial coverage across target regions (geographic relevance and representation) (30 points)
  • Sectorial / Specialisation coverage to ensure diversity of expertise. (30 points)

The maximum evaluation is 100 points.

Definition of the monitoring/steering committee

The Steering Committee/Monitoring Committee of any programme managing EU funds brings together representatives of public authorities, civil society, the business community, and other partners. It oversees how the programme is implemented and approves key rules, ensuring that the funds reach where they are truly needed.
