Young people and migrants constitute a significant segment within the country’s population, and notably within the municipality of Chisinau, making significant contributions to the socio-economic advancement of both the municipality and the Republic as a whole. In light of the ongoing global economic challenges and the current socio-economic landscape of the country, there is a growing need to develop enhanced support mechanisms aimed at fostering efficient investment and promoting sustainable job creation

Young aspiring entrepreneur / Eligibility criteria

Between 18-40 years old, with a permanent or temporary residence in the municipality of Chisinau and (i) intends to open a business or has a registered business in the Municipality of Chisinau for no more than 24 months, where the eligible founder holds a minimum equity stake of 75%, or (ii) intend to establish an enterprise in Chisinau under the same ownership conditions

Migrant worker / Eligibility criteria

individuals who have previously worked or are currently working abroad — or recipients of remittances (spouses or first-degree relatives), with residence in the municipality of Chisinau, who intend to launch a business or already own an enterprise registered in Chisinau for no longer than 24 months

Young investor / Eligibility criteria

Between 18-40 years old, who has a residence visa in Chisinau Municipality, owns a business and has made investments from credit resources in the last 24 months, will be able to benefit from the compensation of interest payments on investment loans

Non-refundable financial support

Financial support is provided in the form of non-reimbursable funding (grant) aimed at facilitating business launch, minimizing business risk, and supporting job creation. The Program will offer financial assistance to young people and migrants through two modalities

Criteria:
  • The amount of the grant is a maximum of 70% of the value of the investment project and will not exceed 250 000,00 lei for the financing of the investment project
  • The beneficiary's contribution will be a minimum of 30% of the value of the investment project

Criteria:
  • The support is granted to SMEs where the founder and manager are eligible beneficiaries of the Programme (young people or migrants), who have obtained investment loans in the last two years before the date of application from commercial banks
  • The maximum amount compensated is 100 000,00 MDL
  • The amount of support granted is calculated by applying the formula: C=D×(Rm/Rd)
  • For loans with floating interest rates, the average of the floating interest rates for the calculation period will be used in the calculation formula
